Public Notice: Septic System Fee and Program Updates

Pursuant to the Ohio Revised Code and applicable Ohio Administrative Code provisions, the Champaign County Health District Board of Health approved the following actions:

Emergency Inspection Fee

An Emergency Inspection Fee of $350 has been established for sewage systems that are not in compliance with their Operation and Maintenance (O&M) Terms and Conditions and require renewal. This fee is necessary and reasonable to promote compliance with public health requirements and to recover costs incurred by the Health District, in accordance with ORC 3709.09(B).

Sewage System Operation and Maintenance Renewal Fees

Permit renewal fees have been adopted for sewage systems subject to the Operation and Maintenance Terms and Conditions fee schedule.

  • O&M fees for system types are outlined in the STS Program O&M worksheet.

  • All other systems will retain their current renewal fee amounts, with no changes.

Effluent Sample Collection Authorization

Registered service providers are authorized to collect effluent samples, provided that all samples are collected in compliance with state and local requirements and Health District procedures, pursuant to Ohio Administrative Code 3701-29-19(E) and 3701-29-13.

The Champaign Health District conducts a comprehensive Household Sewage Program which addresses private/residential sewage treatment systems (septic systems).

Household Sewage Treatment Systems (HSTS) are relied upon to properly treat and dispose of wastewater in areas that are not accessible to a sanitary sewer. The Champaign Health District permits and inspects the installation of new household sewage systems, registers sewage system haulers and installers, conducts site evaluations of undeveloped property, and administers an operation and maintenance program for existing household sewage aeration systems.

The Champaign Health District recommends before buying an undeveloped property to contact the Health District to assure that the property has been approved for septic system use. Site evaluation approvals are good for three years.

WASTE HAULERS & PUMPERS

The Champaign Health District ensures sanitary conditions in the collection, storage, and transportation of liquid waste by inspecting and licensing sewage waste haulers annually.
